The player is capable of using some of these voices, but not all of them. He will always speak a Power Attack voice unless he's sneaking or using hand to hand or a bow. He will also speak Hit voices, but not every time he's hit (this is probably controlled by game settings fCombatSpeakHitChance and fCombatSpeakHitThreshold). Most of the others are not used by the player, including the Attack voices, even if they are filtered for him specifically. Power Attack and Hit voices can be extremely useful for figuring out what the player is doing during combat, though. And all of the voices can be used to run functions on NPCs without attaching a script by making use of their result scripts.
