Seems to me the most accurate description possible is "Sets the accumulation rate of power for a bow. Set this to an inverse number of seconds to require (approximately) that many seconds to draw the bow (e.g., 0.125 = 1/8 = 8 seconds), or set it to 1.0 or higher to have any bow shot instantaneously have full power.
