this setting affacts the chance when you performed a backward power attack. when you set the chance below 100, the opponents have a chance of block, thus the pc will be staggered/recoiled. but, when you set the chance exactly 100, opponents will not block. thus you can damage easily.

This is incorrect. Tested by setting iAIDefaultPowerAttackChance to 0 and then 100. In both cases, enemies still blocked player's Power Attack and player recoiled when they did so.

Also unlikely, as the two different settings clearly determined how often the enemy used Power Attacks. When it was 100 nearly every attack was a Power Attack, while at 0 there were no Power Attacks used in 50 or so strikes. This meaning fits the name much better and it's unlikely that the same setting affects both how often the enemy uses Power Attacks and how often they block them.
