Does StartQuest ALWAYS resets quest variables to 0?Edit

- Reloaded vs. Restarted - is this a terminology or content dispute? As far as I remember, the bug happens when you load the save game, not when you restart Oblivion, but it's been a long time.

- Terminology. I was repeating a change on the GECK Wiki, which was intended to clarify the note. I'll fix it on both pages.
