I have the same problem with the CS. And I have worked alot with the Morrowind CS so the problem probably isn't me. I just save the .esp file and check the box so the plugin should be activated in the game, but when I start Oblivion the changes are missing. Also I have noticed that how they describe in the 'My first dungeon' tutorial how you should test-play your plugin doesn't work with me. I also noticed that on the picture in the tutorial where they show how to change Oblivion.ini there are some files in there that I do not have, but I also have files there that don't show on that image.
