These values are the base spell costs that separate spells into mastery tiers. Any spell whose base cost is greater than a particular threshold yet below the next threshold is considered to be of a particular tier.

For example: the standard Journeyman spell Damage Attribute: Intelligence has a base cost of 117. This value, 117, is greater than fMagicSpellLevelJourneymanMin (62.5) and less than fMagicSpellLevelExpertMin (149.5), thus this spell falls into the Journeyman tier and requires Journeyman rank in the related skill to cast.
