A function added by the Oblivion Script Extender.

Syntax:

(name:string_var) GetNthEffectItemName magicItem:ref whichEffect:short 
(name:string_var) GetNthEIName magicItem:ref whichEffect:short

Returns the name of the specified active effect, i.e. "Fortify Strength".
