Can't figure out how to reply under DragoonWraith's previous comment... anyway:
I don't think he meant it the way it's written. The comment above about it being dependent on Acrobatics skill tells me he meant to imply that it's only applied when Acrobatics is high enough.
On a related note, though, check out [http://www.example.com this thread]. The whole thing about creating a modified skill by applying Fatigue with Luck could be out the window, and the comments about the interaction of that mechanic with the Block settings would also need changing. Two more GMSTs revealed there, too!
