Actor Value

does anyone know the command or the "actor value" that chameleon modifies to get the protective amount from 1-100?

Chameleon is an actor value. You could use SetActorValue Chameleon to achieve the same effect without using a spell. I'm not sure (at all) that this is a good idea, however; using spells is what the game expects and is likely to achieve better results.
