I don't know if we'll ever know - MATURIN is a Beth dev, so the "Placeholder" was originally added by him. The OBSE team might be able to tell you what this function does, I suppose.

That, or try using Find Text on GetPersuasionNumber to see if/how it was used by Beth in the actual game...
