Casting Penalty

Hey, I saw your edit on the Casting Penalty page; I appreciate your trying to help out, but I had to undo your change for one simple reason - the CastingPenalty Actor Value does not correspond to the Spell Effectiveness stat in game. You can check this yourself by using player.GetAV CastingPenalty from the Console while wearing different armor.
