Mods are saved to Oblivion\Data\, where Oblivion\ is the folder that Oblivion was installed to. They are .esp files.
If you're running Windows Vista (and possibly 7; not familiar with it) and you have Oblivion installed to the Program Files folder, UAC will not allow the CS to save to the folder, which means it gets sent to a "virtual" folder or some such. See the Windows Vista article for details on finding it.
