Please direct questions to appropriate places - the Community Portal page is not an appropriate place for questions about modding, that page is for discussing the Wiki itself. We have a Questions category full of questions, but really your question is not really appropriate there, either - that area is for asking about certain information that you would expect to find on the Wiki.
Your question, on the other hand, is specific to your mod, in which case the appropriate place for it is the Official TES Construction Set Forum.
In general, you'll want to use Disable on the objects, and you'll want to have the script use If to check GameHour, and whether or not it is before or after sunrise/set. Be sure to use unique objects or you'll have things all over Cyrodiil disappearing at night.
